Worse proposed Ugandan law emerges

A Ugandan human rights lawyer has obtained a leaked copy of a proposed anti-gay law which is even harsher than the one struck down by the Constitutional Court in August. Nicholas Opiyo has told Buzzfeed his sources “in cabinet and on the committee [working on the bill] have confirmed that this is the real draft bill” and that it has been sent to the office of President Yoweri Museveni and new Prime Minister Ruhakana Rugunda. The new bill is called the Prohibition of Promotion of Unnatural Sexual Practices Bill of 2014. “It appears even worse, even more draconian than the law” Opiyo says. The struck down Anti-Homosexuality Act imposed up to life in prison for gay sex and made it a crime to “abet” homosexuality. Opiyo says the new proposal also bans any promotion of lgbt rights. It criminalises “funding for purposes of promoting unnatural sexual practices” and makes it a crime to “make a representation … by whatever means of a person engaged in real or fictitious unnatural sexual practices.”
